refelt vs new hammers

I'd go for new Wurzens from Andre. Got his e:address? Reason a new hammer is
consistent (usually) and, from Posts to this List, it would appear they need
little or no voicing. Refelted hammers, on the other hand, usually require
voicing. They also cannot be cinched up in the caul properly unless the
butts are removed. Having said that, I have had some excellent results from
re-covering.

Is there any reason to prefer new hammers instead of refelting the old ones 
or vice versa ?  I mean : is the quality of a new hammer better than that of

a refelted hammer ?
Do you believe in utility of underfelt, or is it just decorative ?
