Katrina-- sorry

My retired, 4th-grade-teacher wife instructs me that during the Calif. 
gold rush, the seaport of Sacramento was built next to the river of the 
same name. Some time later the river overflowed its banks, and to 
prevent a reoccurrence, the residents and merchants brought in massive 
amounts of dirt, raised the level of the entire city and built anew on 
top of the old structures.

Don't know if that's a practical solution for New Orleans but maybe food 
for thought.
