Action Problem

Since no one answered my question about Dampp-Chasers and training the client, I have something else.
 
When I play a single note on my piano, the hammer strikes the string and then very lazily does not rebound, but kind of floats between the string and rest rail.  I have to release the key, and then flick the hammer back to it's rest position before I play the note again.  What do you think could be the problem?  I have several ideas, but I want to be sure.  You should of seen me during my tuning practice today!  Kind of annoying.
 
Oh, and for those who might be interested, I have copied and pasted my question about the Dampp-Chaser below.  Thanks!

Have many of you been in a situation where you go and install a complete dampp-chaser system, and when you are finished, the owner is not home, so you cannot train him/her in the care and maintenance of the system?  What do ya'll do in this scenario?
