Yamaha repetition lever adjusting screw question

Glue? I think the old ones are just sitting there on the screw covered by
what appears to be a brown heavy paper washer.

That punching is not woven cloth, if I remember correctly.  It is felt, and
a 
set of arch punches can make 88 of them out scrap felt pretty quickly.  
    The dimension needs to allow the screw to , ideally, sit in mid thread 
when the mortise is flush with the top of the jack.  
Good luck,  it ought to take no more than a couple of hours to cut, clean, 
and glue the new ones in
