There was a lot of discourse on this subject about a year ago in which I got 
quite a lot of flak. However, I still stand by my method of using an outside 
reference throughout the raising process. I called it my quadrant method. 
Always supposing the pins to be tight and the strings free to move across 
the bridge and agraffes etc.
1.Take middle A and tune it up to 445! Do all A's.
2.Take middle F and tune it up to equivalent F @ A=445! Do all F's.
3.Take middle C# and do as with F's - but at C#!
 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
4.Take middle G and tune it up to equiv. A= 444! (NB-1Hz) Do all G's
5.Take middle D# and tune it up to equiv. A=444. Do all D#'s.
6.Take middle B and tune it up to equiv. A=444. Do all B's

7.Take middle G# and tune it up to equiv. A=443. Do all G#'s
8.Take middle E and tune it up to equiv. A=443. Do all E's
9.Take middle C and tune it up to equiv. A=443. Do all C's

10.Take middle Bb and tune it up to equiv. A=441 (NB). Do all Bb's
11.Take middle F# and tune it up to equiv. A=441. Do all F#'s
12.FINALLY: Take middle D and tune it up to equiv. A=441. Do all D's.

Now fine tune to A=440 or 441 - whichever you find it is nearest to.
By the time you get to the Third (G#) section you'll be amazed at how many 
"cross-checks" - (M4 & M5) you can get
You'll also get a lot of laughs trying to play a well-known piece with half 
the piano up to pitch!
I developed this method many years ago and it never ceases to amaze me how 
accurate you can get in so short a time!
The secret is to use an outside reference (ETD) which can read all those 
pitches.
AND STICK TO IT AS ABOVE!
The reasoning behind this scheme is that in tuning one tri-chord UP the ones 
on either side go DOWN - all strings terminating on the same pin-block and 
hitch area.
This whole process should not take more than 30mins at the outside...... 
True! (unless you get a lot of breakages)
