even more Dampp-Chaser thoughts

With the latest H-4 humidistat, I'm pretty sure this is no longer true. 
When the water's gone, the Smart Heater Bar shuts off.  I think the DC web 
site confirms this.  I reassure customers that it's safe to leave plugged in 
all the time, no matter what.
