McCall mini disc sander

Did I miss something??? HOW does this thingee work? I see the pics of this 
tool with the two "tongs", over each shoulder of the hammer, but exactly HOW 
does it remove felt? Can it be used while the hammers are in pkace in the 
action?

Try this. I'm thinking about getting one for all the OLD hammers at the
university until I can get around (or get the money to) to replacing
them.
