Hello Bob!

   I have used this  "center rail felt clipping"
for years.   I have found that it makes an
average change of  two to two and a half
gram difference in the downweight. 
That is to the lighter side.
   
   I do not cut  the hole out I just nip close 
to it. You can also use this method to 
even the downweight on a set of keys. 
   
    I do not over analyze anything  that is 
a  fact,  I just except it.
