Yes, there is, Cy.

Undo the bridle strap, remove the keyarm related to that wippen and 
the two neighbor keyarms as well.

After doing that, you'll find on older uprights (in most instances), 
the wippen drops down far enough to use the special reamer made just 
for cleaning out the hole.
