You might have to remove the vertical rods and work the lift bar manually, lifting the rod with a bent coathanger/string hook with one hand while inserting the mute with the other. Split bars (bass/treble) are the most fun. Forgot to mention that you should first make sure that the bar lifts evenly (usually a silly assumption that it does), and not like a sort of damper glissando.
