French Polish versus Lacquer

French polish refers to the application of shellac using cotton wadding.  There are various techniques but the traditional one uses pumice, mineral oil and shellac.  It is quite nice for bringing out ornate graining in certain types of wood.

What exactly is French polish? Is this another term for rubbing varnish?
If not, what are the advantages of this technique and how does it work?
