True confessions time...
I'm not sure if it is "legal", but I've trimmed stalactites like them, in 
place, with the end nippers which I also use to cut centerpins.  Certainly 
doesn't dull the nippers, doesn't trim them too short and no need to remove 
the dampers.

Comments, anyone?
