Thanks for the advice on removing the stud, a cut-off wheel in the Dremel Tool made a slot and a screw driver backed it out without incident. Whew. Perusing the hardware isle I decided on an inverted 5/16" tee-nut fastener. The bracket fits snugly in the threaded portion so I'll cut some shallow threads on the bracket and epoxy a sleeve of thin leather to size. I like this application as it is non-invasive on the belly rail. The fastener will be affixed with #4 x 1/2' pan head screws. A 5/16" rod connector would work well too but a hole would have to be drilled into the rail for mounting. If the tee-nut fails, this would be the next option.
