I think if today's efforts do not meet her needs, re-leading is the answer.
Piano is not worth a Stanwood approach, but maybe drilling some 1/4" holes
in the black note leads or even removing the leads will make the key Front
Weight more in line with the naturals.

    Sounds good.
    Also, sometimes there can be an indentation in the butt leather at the
jack's rest position.  If there's a little hump the jack tip has to get over
on its return before it's all the way in rest position, sometimes if ALL
lost motion is removed, it can't get over this hump.   I'm sure you've
experienced this before, but some (usually the cheaper brands) consoles and
spinets have to have more-than-desirable lost motion in order for the jacks
to return every time, especially with the damper pedal depressed.
    Sometimes this can be remedied by setting the blow closer, which lifts
the "hump" up a little higher, and re-regulating capstans.  Not all hammer
butts have this hump, of course.  If there is a deep pocket or groove in the
butt leather, though, maybe it could be bolstered.
    It does sound, however, like the key leads are the most likely
