Terry,

Take the worst offender and remove the wippen from the action and 
verify that the wippen / jack flange center pins are free and not 
binding. Repin if unsure. On that same note verify for certain that 
the front / balance rail key bushings are not causing excess 
friction. These areas can be deceptive at times.

Until it is determined without reservation that these areas are not 
contributing to the problem, adding and/or removing weights is the 
last resort.
