doweling a butt joint

Having looked up pocket hole, it's basically a diagonal hole drilled
between two pieces that are butt jointed, but it is designed so that a
screw can be inserted (usually 15 degrees) to connect the two.  I don't
prefer using screws in this situation (added belly bracing) because should
the screw under the panel ever work loose, it is impossible to tighten.  A
dowel would serve the same purpose as a pocket hole and screw arrangement
and might even be stronger in terms of shear strength depending on the size
of the screw versus the diameter of the dowel.  I would be curious, still,
to know what the other method is called (drilling down the length of the
seam and inserting a dowel (or dowels) such that half the circumference is
held within each butt-jointed piece).
