You will ultimately have a 3/8" or 1/2" plug installed where the broken
portion is, and you will be able to drill a new hole in that to install a new
piece. so... where to start?
First, index the location with a couple of chisel marks well out of the
battle arena. Then, I would use a 1/16" bit and drill holes alongside the broken
off piece,all the way around the clockface and as close to the imbedded piece
as possible. This should free it up enough so that Dale's suggestion of
Moto-tooling a slot in the end will allow you to turn it out. Then simply drill a
3/8" hole to clean out the damage, replug, redrill in the center of those
index marks, re-install the new bracket that you magically found in a box of misc.
piano parts, pour the wine and socialize.
If that is not the path you find, then a pair of larger holes at the
9:00 and 3:00 position will allow the tips of stout, short, needle-nose pliars to
grab the stud and twist it back and forth until you can unscrew it with that
home-made slot. You may need to go to the 1/2" plug to cover these tracks.
If that doesn't work, start with the wine, add an insurance policy and
burn that sucker to the ground.....
