Go to your local scuba shop and get 88 weights for the weight belts. About six-pounders should work. Glue one to the back of each key. That ought to do it. It should at least make them feel like the two pianos of that manufacture that I tuned today.

I've recently acquired a Pratt Read 88-key practice keyboard, and am
looking for an owner's manual or technical service guide.  Specifically,
I'm looking for instructions concerning changing the throw weight of the
keys - so as to mimic more closely the feel of my Steinway action.  Any
help?
