The natural wax in shellac is the problem.  I spoke with the manufacturers
of Bull's Eye brand shellac, and they told me that finish makers advise
against applying their product over shellac as their "hedge" against
adhesion problems due to wax.  Bull's Eye now comes in a 2 pound cut that is
gauranteed to work under any finish.  It has become a standard barrier coat
in my refinishing procedure.  To date I've had no problems.
