I wouldn't worry about it.  A prearranged phone call or postcard reminder
does not qualify as bulk telemarketing that the law was aimed at.  If the
person doesn't want you to call, I presume they will tell you.  I will
continue to send out reminder notices and phone when I get no response as
usual.
