The Mason & Hamlin BB does indeed have a 21 note bass.  Check with
M&H about buying one.

The bass tenor break is where the lift rod is, right? Seems like the
number of bass notes would dictate the lengths of the two sections.
Maybe a 22 note bass rod could be made to work, but 28 to 21? 
Hey Tom, If all else fails, cut the bass end off of a 28 note rod and
braze it back on to the treble end.

    I could be missing something here but why does it matter how many
bass notes? Doesn't the sostenuto rail extend to cover all the
dampered notes?

I have a concert instrument ( 21 bass)  and the sostenuto rail is
missing. Looks like I either need to have a sostenuto rail made or
(hopefully) find a manufacturer who shares a similar 21 note bass
configuration. Do you know of any scaled pianos being manufactured
today which uses a 21 note bass? Mason & Hamlin BB?
No luck through Schaff or Pianotek.
