Lots of good guesses, but the actual correct answer is.....Muffler rail felt 
to low (when disengaged) causing certain hammers to hang up on return.  Mute 
feature had been used to such a degree, that the felt had actually been 
pounded more  flat and therefore elongated just enough, apparently, that it 
was interfering with the free movement of some hammers. Turnbuckle was 
already at stop point of upward adjustment, and neither spring hole would 
lift it high enough to clear hammers. The answer was to cut 1/4" off entire 
length. Problem solved.
