Hi,
  You need a router table,and the router mounts on it from underneath,with 
the blade protruding up through the hole in the table's center.You make a 
jig,or fence, to push the key across the blade.The key will be on it's 
side,with the top of the key-stick facing the blade.When you push it against 
the blade,it will level the top to the desired thickness.I hope this will 
make sense for you.
