It just don't You don't want any twist in the pin at all. The purpose of "setting" is to remove the internal torque caused by pulling up the pitch. Just a little backwards pressure on the pin, from a slightly over-pitch state, combined with pounding the key is all it usually takes. How much pressure and how much pounding are determined by the condition/construction of the piano, and hard to describe. Experience.
