The Shaff shank is 3/8"  the Jahn 7/16 or close to that in mm and mine is
1/2" hex heat treated to be as firm as I can get it. My suggestion would be
to have me make a wood cover for my shaft of your dimentions and epoxy that
on the shaft. or a comfortable rubber hose wrapped with golf tape might
alsom do the trick.
You would still not be able to clear the case parts unless you change to a
20% head, and then you will still have to be creative for the last octave.
Of late I have been using a 8" shaft without the knob to clear the prop, and
stand to tune the last 4th.
