Broken Tuning Pin Removal

Is this a grand or an upright? I've never done it, but heard that you can,
on an upright, dril a hole--location very carefully measured--from the back
of the piano up to the pin, then drive the pin through, plug the hole, etc.

Any ideas for removing a broken pin that's too small for the standard
extractor? It's about .250". Hole doesn't go throught the block, so I can't
punch it out. Pin too thin to use a screw extractor. "Drive-on"- type
extractors would just drive in the pin.
