Put on some samples first and see if that's what he's after.  Move the
action in and out a bit to see if the strike point is properly set.   If
there is insufficient power in the treble section it is more than likely
the board.  Putting on a harder hammer can sometimes deliver more pop at
impact, but it may not address the real problem.
