I stand corrected. Bill is right that very low SW's could get friction down in that area. In that case, a high downweight but low inertia action can feel responsive, though that is different than "light". I think that having adequate upweight is important and I would choose a slightly higher balance weight in order to achieve adequate upweight. But it would not be my choice to set the action up as described.
