ASCII characters can be made on PCs by holding down the ALT button and entering the appropriate numbers on the number pad. Cedilla = Alt135 ç or Alt 128 Ç C? EZ! That _is_ cumbersome on US keyboards and most Americans would rather dispense with them altogether or do things like e', e`, e^ or e" for é, è, ê, or ë.
