Patrick, If the capstans are regulated correctly, and no excess friction exists in the flanges, keys, etc., I would probably check damper timing. (If the spoons engage the dampers too early in the key stroke, the action will seem heavy.) If the damper timing is good, can also change the weight by softening the damper springs - not too much, though, or the dampers may begin to leak.
