Rebuild or Refinish?

about polyester work.

Case last, but I wipe off old finish before rebuilding too.

   I am doing more rebuilding now and would like to know if you rebuild
first and then refinish or vise versa. In the past I have done each on
separate pianos but never together. Which way works best and why?
