Hi Ric,
             The order is correct, but you have work back and forth with 
the BR and FR.
Trick to the BR.  mark the position of the rail in the action 
drawer.  Carpenters blue chalk the BR line.  Install action, install cheek 
blocks but don't tighten.  Thump down on the rail for the full length.  The 
blue chalk will show all the high spots. Sand off the blue chalk on the 
rail. Then recheck.
Next do the FR. If you correct the FR, go back and start from square one. 
Back and forth, just like tuning a tight unison/octave.
Sanding of FR should only be done for small adjustments.  Larger 
adjustments need kerfing to relieve the stresses in the lumber.  Looking at 
the quality of quarter saw will give you a clue to the treatment.
If it has a flat sawn piece of lumber for the rail, (as a rough rule of 
thumb,  more than 45 degrees from vertical grain) you can bet on having to 
sand again when the weather changes unless you kerf the rails.
