Looks like that to me too.

One method of determining viscosity is measuring torque resistance to a 
standard size armature spinning in the test goop at a given rpm.

Higher numbers at a given temperature should indicate "thicker" goo, so I 
think that's right. I found a comparative rating for molasses of 6600 CP @ 20C.
