Hi Greg,
  When the sand hits all the compressed felt,it so to speak,unpacks it,making 
it more to the dimension it was when new,even damper felt and hammers that 
are deeply grooved.Think of how noisy an old damper sounds,and how much 
better it sounds, after sand papering.
