Right or wrong,
I tend to believe that bring a piano down to pitch is harder, perhaps
becuase we are not called upon to bring them down as much as we need to
raise the pitch.

Another issue might be that the larger the piano the more unstable it will
be in reacting to any pitch change.
To me it is much like making a barbed wire gate.  Two strands are rather
simple to balance on the two posts, three managable, four difficult, and
five almost impossible.
