Mickey, with spinets, try this:

-Tune single octave
-Listen to double octave - adjust accordingly..I like it rather quiet with
spinets.
-Listen to 5th and 4th below the tuned note.

If the double octave and the 4th and 5th all seem rather quiet, move on.

I strip mute using conventional temperament strips, taking great care not to
damage any dampers after the break. I never got the hang of Papps mutes.
