I am totally that way too. These Shimmel pianos are not to be treated with lacquer or any hardener. They are generally bright enough without adding any klang. Just pluck a string and listen and you will know what I mean. Filing hammers will reduce their weight and make them brighter and cleaner but surely not stronger. Voicing mean maintain the felt elasticity and resilience. Hardeners tend to lock the felt, so when done generally you have less elasticity, so less output. When hammers on this kind of piano have been lacquered, the palette is always restricted. Too many techs confuse lacquer or plastic + acetone and toning at the expense of the customers hammers. done that too (sob!) I would say that to deep shoulder needling I could prefer (very)low shoulder (not too deep) needling, that will add power to the sound, but the idea is the same than David. I now avoid any really deep needling, as it is often not necessary.
