To start with, what's the going rate for used parts? And in what condition comparatively. You can't base it on what another tech would charge to install new parts. Were the wippens reconditioned: repinned, lubed. Were the hammer flanges repinned? How long did it take you, and what do you wish to get per hour. If you did not have an agreement to start with, it's difficult to establish a price which may be agreeable to them. Who authorized the work? Not knowing the quality of the used replacement parts it is impossible to place a value on them. Knowing how institutions operate, usually no work can be performed without first generating a purchase order. So with lacking the proper paperwork up front, the accounting department does not want to deal with you. Your only recourse would be if the person who authorized the work has a discretionary fund and you can come to an agreement after the fact. Or to put it another way... what color is my shirt?
