Steven, According to the May issue of PC Magazine, Hotmail still has free POP access as does ONEBOX (www.onebox.com) , Hotmail offers 2mb storage space as opposed to 4mb for Yahoo and none for ONEBOX. The Yahoo POP access charge will be $19.95/year if you sign up before 4/24, afterwards it will be $29.99/year. With this charge a lot of people will switch to Hotmail so it's just a matter of time before they start to charge also.... probably a lot easier to pay the $20 and forget about it for a year.
