Hi Bill,
No that is not the item. The tool is a very small level used to check the
plane of the two or three string  unison at the strike point.
Check the page below.
If you need the Fulcrum style string lifter I can make those but my choice
of string lifter is in the shape of a T with a hook at the bottom of the T
and one side extends at the top and is bent down at a 45% and a slotted tip
( like the false beat seating rod ) that can massage the string back down.
This is a new tool design from the Reno convention.
It seems that my best thinking is done at conventions<G>
