Ken, List,

I've done several of these other the years.  It's actually quite fun
helping out these smaller pianos acquire a more even touch, but only after
all customary regulation factors have been gone over and deemed somewhat
maximized.

After that has been done, the touchweight measurements you take will give
you the information you need to know.  You will be able to make the
necessary decisions on where to add/remove weights to make the improvements
needed.

The results can be quite dramatic and satisfying when there are obvious
significant discrepancies in the touch.  You will be quite pleased with the
results.
