For me it depends on how loose the pins are.
If they will not even hold but waaaah back down an octave when you let =
go of the hammer, most likely that pin will need treated twice or =
shimmed.
Most of the time the piano needs more than a treatment of the tuning =
pins. If the tuning pin is loose so will the bridge pins. So, usually I =
tune the piano first then take out the action, treat the tuning pins =
with two passes on each section (with all the windows open and fans =
going and a breathing mask so that I look like Darth Vader) and then =
make two passes with the tilter at 45 degrees (mine rests at that slant =
on the wheels) on all the treble string bridge pins. As these are old =
beaters I am not too concerned about the instriment ever being restrung =
or getting a new board. removes most of the false beats. Tuning the =
piano first and getting it up to pitch as much as possible is important =
to me as I feel that there is a  need to have the speaking length very =
close to where it will be after the fine tuning.
When the piano is returned to the upright position it is retuned, this =
might not be for a day but can be done immediatly, but if there is =
excess glue on the plate or I may use paper towels and a screw driver to =
mop up the excess if I am 50 or more miles from home.
Usually the CA will scum over after 30 minutes if fairly dry on the =
plate. You will have to use good judgement, you do not want any CA on =
the speaking lengths of any string especally bass strings! Plain wire =
can be cleaned up if it gets in the wrong place but it is a real hastle.
