Someone wrote in a while back commenting on this. I don't have the personal experience, but at least on an action where performance is an issue, there may be a concern regarding how the action centers may fair over a period of time on their side. Specifically I believe the concern is that gravity will tend to put side pressure on the shank and wippen flange centers and cause them to enlarge, or at least distort. You may not have similar action center friction after a couple years on its side (maybe even alignment???). It seems to me that if the piano is not being stored for future rebuilding, the action is better removed and stored flat (be careful what you set it on so that you do not warp the keyframe).
