        I have quizzed my guy as to the environmental hoops he has to jump
thru which are many.  He also has to dispose in the designated and official
toxic waste dump(which is expensive).  The inspectors/regulators are thru
regularly(This is Ca. afterall)
  This particular business has been long established and reputable.  We are
good clients and this guy and his predecessor have treated us well.  Which
means that if you can find some one like this I've determined it important
to work within their time frame and give plenty of time for completion and
then if you need a rush job(ooops I forgot the hardware) they know you as a
reasonable person and usually help out.
    As always anybody who is good is busy and patients is required.
