 I don't know about RCT or TL but with the SAT even a 'hearing' tuner can 
tune to the wrong partial very easily especially during a pitch raise. I 
would be very uneasy allowing a totally deaf person go near a piano to tune 
it with ans SAT and 'probably' RCT or TL also.
