Puzzler for a quite Sunday. :-)

Ok, what is puzzling is the use of felt to fix the problem.  If two hard
surfaces were contacting each other it seems like material would be removed
instead of putting something soft between them.

Where was "the problem"?  In the action or back in the action cavity?
