McFerrin gives 70% of breaking point is the elasticity limit.  The breaking
point is given as a range.  In his book, "The Piano--Its Acoustics" the
breaking range for #13 is 273--285 lbs.   I would use the lower value.
Seventy percent then is 273 t imes .70   or  191 lbs.   The ultimate
authority would be data the wire makers themselves provide.    ---ric
