Hi Rook, No doubt you'll get the usual suggestions of tightening plate bolts and wedging pinblocks, tapping bridge pins and seating coils. From your description though, it looks to me like it will ultimately come down to one thing. In order to maintain a concert quality tuning on any given instrument, you have to maintain a concert tuning schedule. Tune before every performance. Anything less is a compromise to practicality, and it's just a matter of establishing the balance between the limits of tolerance, and the budget. Can they afford to be spoiled? The Dampp-Chaser had to have helped, but they can't completely overcome a restaurant climate all by themselves. The pianists expectations have to meet the reality at some point.
