Market.  Beyond a certain point, folks tend to prefer a grand piano even if
the tone and action performance are not as good.

Manufacturers will build what they can sell.  If you develop the market for
a 60" vertical piano, I'm sure you can find someone to build it.  (Me, for
example.)
