There are piano compositions in which it would be nice to hang on to the bass note or chord but change to a different harmony above by closing just the treble dampers - a quasi sostenuto effect. I can't think of any musical advantage to stopping the bass strings first. I want to emphasize what someone said earlier about limiting how high the dampers are raised. As the lift increases, the noise can increase dramatically. Another approach I've used, where money for repair/regulation is limited, is to encourage people to experiment with how they use the pedal.
